Driver's licenses in New Jersey are handled by the Motor Vehicle Commission (MVC). Since May 2021, New Jersey has issued standard licenses regardless of immigration status, so if you meet the requirements you can get one whatever your status.
Standard license vs. REAL ID
- Standard license: lets you drive. Immigration status isn't asked.
- REAL ID: accepted as ID for domestic flights and some federal buildings. It requires proof of lawful status.
You can always fly with a valid passport instead of a REAL ID.
The 6 Points of ID rule
The MVC checks your identity with a points system: your documents must add up to at least 6 points. Primary documents such as a passport are worth more; secondary ones such as a bank card or a utility bill are worth less. You also need:
- a document showing your New Jersey address (utility bill, lease or bank statement, for example);
- your SSN. If you don't have one, you can use an ITIN; if you have neither, the MVC accepts a sworn affidavit.
Check how many points each document is worth on the MVC's current "6 Points of ID" list. Bring originals.
Step by step
- Book an appointment: first permits are booked at NJMVC.gov. Demand is high, so check often and try different offices.
- Knowledge test and eye exam: the written test covers road rules and is offered in many languages. Study the NJ Driver Manual.
- Permit: once you pass, you get a permit and practice with a licensed driver.
- Road test: after the required practice period, you take the road test in an insured, registered car.
- License: pass, and you get a temporary license followed by your permanent card.
Have a license from another country? How long you can drive on a foreign license in New Jersey, and which steps you might skip, can change. Confirm with the MVC, and carry an International Driving Permit (IDP).
Insurance is required
You can't drive in New Jersey without auto insurance. Compare quotes from several companies. New drivers usually pay more, and premiums drop with a clean record.
